This article explains why any user can select all task and delete in Teamcenter Share
A task in Teamcenter Share is an assignment to produce specified output within a targeted completion time. Members and all users who have a subscription can create, delete and modify tasks within a project. They are also able to monitor the progress on tasks assigned to colleagues and view "to do" list items on the task board.
