Why do guest names still exist in Teamcenter Share after removing access?

After a project has been completed and removed from Teamcenter Share, guest users who had access to that project still appear as an option to add to other projects.
Details
Even though those guest users still appear in the Available Users list, since the project has been removed, so has their access. Currently, there is not a way to remove those former guest users from the system.
