If the CFL determines the "pace" of the coupled solver, and under relaxation factors are the "pace" of the segregated solvers (and other solvers, such as turbulence and combustion solvers withing the coupled solver) then how might we equate CFL to URF's?

There are times where it would be useful to compare the coupled and segregated solvers for a given analysis, or for instance set the URF for the combustion solver to match the CFL for the coupled solver (energy).

There is a relationship between the CFL and URFs.
URF= CFL/(1+CFL)

So if you are running with a CFL of 1, the equivalent URF would be 0.5.
